I am not in the least surprised at the low take up of Renewable Heat Incentive, the scheme is a bureaucratic nightmare for small contractors.
In my experience, more emphasis is placed on the paperwork than the quality of the design and installation and the goalposts are constantly moving.
Without the support and active co-operation of the small contractors, the scheme will never work.
